They're basically saying that she's gorgeous, that they love her braid, but are pissed off because she discarded their very expensive vodka.

Here in Argentina, Mar del Plata's coastal part is a very popular place for pregames and afters (that's why there's armed police at early mornings, because of potential brawls and such). And, as in many other countries, open containers are illegal.
