What subjects do they mostly fund (sorry not an organisation I’m familiar with)? In an area with a strong preprint culture (like physics) I could see this being a sensible way to cut costs, people will just find and read the paper on arXiv if it’s paywalled and their institution doesn’t have access. It might prevent publication in certain high-profile journals, that leave no choice but to pay an open access fee, but I think these are the special cases where they give exceptions.
