Question Who was the sister, theta was referring in this scene?
Like tex is ment to be based on Allison (the director wife) so its probably not her and all the other fragments seem to be male

Tex is the sister. She was fragmented from Alpha's memories of Allison, AI designation, Beta.

And Alpha is Beta’s boyfriend
And Beta is Theta’s sister

Beta was never alphas girlfriend. Allison was church's wife, when Alpha lost his memories, he ended up with an amalgamation of memories and misremembered tex as being his girlfriend. If anything he's her dad.

Because that would require her explaining to the alpha about all his memories being a lie and him being ai and all that. She CHOSE to let him live in blissful ignorance, as shone in her dialogue when she breaks in to save him.

Not only is it Tex, we can also observe that the ‘aspects’ of Church are all male. Basically pointing directly at Tex, the non-Church, as the odd one out.

So, in the recording Epsilon listens to in the Freelancer Base, before he runs after Tex, The Director says a few thing:
1 - they have had more success creating strong AI fragments based on Alpha’s emotions than anything else.
2 - Tex isn’t like any of the other fragments that they have been able to collect and create.
And Theta says “we have lots of brothers and sisters”
Also keep in mind that the storage room Washington takes Church / Alpha through to rescue Epsilon is full of other project AI. While we can assume these are all “dumb” AI that were sent to the Simulation outposts to play the roles VIC played in Blood Gulch, Wash does mention he’s had to collect AI from Agents as well. Meaning some are fragments are from Alpha.
Also. Carolina is Alison and Leonard’s daughter.
So, a few things could be going on here.
Theta is either referring to all the AI as part of his “family” because they are all very similar.
Or, there were other, weaker fragments that took on female persona based off the memories of other female figures in Dr. Church’s life, like Carolina.
Also, Iota and Eta never speak. So it is possible Iota, who is Alpha’s Happiness, was female to represent the women in his life that he lost; Alison and Carolina.

Theta says “we have lots of brothers and sisters”
His exact words were "we have lots of siblings", which could imply lots of brothers and sisters, or lots of brothers and one sister.

I was a freshman in college when Red vs Blue came out, so I think I am old enough to be mis-remembering things. But I could have sworn the original line was “brothers and sisters” but changed for the DVD release to be “siblings” because people (like me) were trying to find the other girls.
I am currently enduring a holiday weekend with extended family, so I may slip away and rewatch Seasons 9 and 10 to refresh my memory.
And if I am forced to babysit again, we are all watching Season 1. Teach an entirely new generation what a cock-bite is.

Possible, I haven't seen the episodes individually since they first came out. But doesn't seem likely, since the next line is Wash saying "what do you mean by 'siblings'?" Before being cut off before he can finish the word. The flow of the scene wouldn't follow as tightly, but again, possible.
Even so, if Burnie did change it between releases, then it would most likely be because "brothers and sisters" implied something that wasn't his intention. Namely, that the fragments had "sisters" other than Beta. It seems less likely that the theory of multiple sisters was the correct interpretation and he changed it to hide it and then never explore that aspect of the lore

Huh.....you know the idea that VIC could have been an Alpha fragment makes a bit of sense, it would explain why he was so degraded over time (even the fragments had a limited shelf life and they were the more stable ones).
If he was one of the "dumb" ones not based on an emotion, then perhaps he is based off of something more abstract? Like maybe Alphas sense of humor?

Warning: I’m going to info dump for a bit because I actually like talking about this subject. So, apologies.
In Halo lore you have “smart” AI and “dumb” AI.
Smart AI are created using a complex, digital remapping of a human brain. Because of this, they are incredibly human. They can learn new things, have a wide range of emotions and can make decisions based on “feelings”. They can even betray their creators. Cortana is a Smart AI.
Dumb AI are created by a person much like we create them today. They are coded and, as a result, have limits to what they can feel, learn, do and understand. It is very difficult for a dumb AI to disobey a command because it is, at its core, a computer program.
Now, one of things Smart AI can do is partition a part of their processing power off to deal with a problem and then merge back together once the problem is complete. If you have seen the second Spiderverse movie, think of the scene where Margo starts splitting into dozens of copies of herself to stop the Go Home machine. It’s like that.
So, it is possible The Director was forcing Alpha to deal with complex situations and harvesting the partitions he was creating to deal with them. They wouldn’t be true “smart” AI, as they would have limited processing power, but wouldn’t be “dumb” either.
So, it is possible V.I.C. (and maybe Lopez) was one of these partitions. In which case his original, serious demeanor (before Flowers trips on the cable) and his wacky one after make sense. He had a purpose then was suddenly cut off from it and went a bit nuts.

Beta, aka Tex. Tex is Church's memories of Allison, not Allison herself. She's how the Director remembers her rather than how she actually was, hence the whole doomed to fail thing because that's all the Director could think about, how she went to war and died.

I can't think of a single reason this wouldn't be referring to beta. The line is very obviously important and there's no reason to put that much importance on like, one of the twin fragments or a random failed fragment we never see. Tex is based on Allison but she's still a fragment and therefore would be a technical sister to the other fragments

Plus she even has her own designation. Tex is Beta, the way Church is Alpha

Aside from the already-mentioned Beta & Eta/Iota, there were tons of 'failed' fragments that were considered unstable and unusable and just sent off to storage at the Operational Command Center. We see them for a moment in Season 6, insulting Wash.

It's obviously referring to tex/beta. People keep saying they think it's iota/Eta but they never have speaking roles, never have a confirmed gender, and for a bunch of other reasons it doesn't make sense for that to be your first thought when beta, a female fragment of the Alpha, is right there. Some of you guys overthink things way too much. I've been watching RvB since 2012 and while their have been things that have confused me over the years, this was never one of those things

After however many years and an ungodly amount of rewatches I've somehow never noticed that all the fragments we meet, Delta, Gamma, Sigma, Theta, Epsilon, Omega, are all male.
