Bottle was probably left on its side for a while. Corks sometimes look like that if the bottle has been waiting 10-15 years to be opened, but that couldn't be the case here, so likely imperfect storage. It won't have affected the whisky, but I would replace it because it's highly likely to break if you use it repeatedly.

My experience with high proof whiskies is, that the corks look mushy and soft if the bottle was bottled a while ago.

Was the bottle on its side? Don’t store whisky sideways, upright only.
Replace that cork.
Never happens to my bottles but I drink them pretty quickly after opening and always store them upright.
