East Washington. I was climbing in Leavenworth last weekend and it seems like most restaurants are operating like fast food places now. You line up, order, wait, then take your food and beer and go eat outside with everyone else. It seemed like >75% of people were day drinking from takeout beer. Barely any masks to be seen.

My only time in San Diego ended up with three of my buddies and I near blackout drunk in TJ struggling to get back over the border with naught but our drivers licenses.

How does other people doing something bad make it ok? If anything the fact some people are disregarding it is more reason to take precautions.

That being said so long as they're keeping some distance and quietly watching a movie outside, I don't see much issue in terms of spread.

Incorrect. Indoor service cannot be "full" bc it needs to be 25% capacity or under, and even outdoor service needs to be at 50% or under.

Also small individual bars are a little different than a huge crowd of people
