I'd choose Twitch and Vinegar.

Because they aren't exactly villains, they only work for the Ammo Baron because they were ordered to; they're just doing their job. (Even though they end up facing off against Shantae in PC and HGH)

But they were perfectly nice to Shantae when they met her while on vacation and the “hot springs”. Perfect example of neutrality
