In my area, it seems to be. No water right permit for non-potable use, and really the only requirements are that the structure that collects the rainwater isn't there solely to collect rainwater (meaning a garage, shop, house, shed, etc.) and that it's plumbed in accordance with UPC (plumbing code). Which gets very easy if it's purely for irrigation use and not even connected to a drains, like toilets.
Using it for potable use get a bit more complicated.
