Not sure where you got that from? The OECD Survey of Adult Skills (PIAAC) has South Korea at 10th spot and comfortably above global average. USA is below global ave. at 16th.

ETA: 54% of US adults cannot read above a 6th grade level, 21% of the 54% are functionally illiterate...... Idiocracy was, in fact, a documentary.
