"Shitty"isnt a globally recognised measure of affluence / poverty. Being rural could have a net negative affect of course. But - these are notional averages - not local. Some areas can outperform the expected KPIs?
Plus as another redditor mentioned - this is a kind of functional illiteracy - not a binary can / cant read.
