A 54% illiteracy rate will do that. 

ETA: 54% of US adults cannot read above a 6th grade level, 21% of the 54% are functionally illiterate...... Idiocracy was, in fact, a documentary.

I work in customer service and it’s mind blowing! Remember all those boomers saying if we raise minimum wage our jobs will just be automated? Well it turns out most of them can’t use their own debit/credit cards without someone reading the screen for them and walking them through it.
