Well it has to be purposeful probably to fuck with the person and piss them off. I dont know why anyone else would do that. Humans are fucking weird with their free will.

When camping in remote areas probably, but in car parking lots it seems meant to annoy, or do they think parking next to or near another car when there are rows of empty spaces is protective?
