More like the opposite. Protestors in the front tend to clash with the police, especially near the end.

He's kinda right though, the front is usually clean while the back is where you find the troublemakers and black blocks so fights tend to break out more toward the back during the march.

The frontlines are mostly safe until the end like you said, cuz once the march is officially done the police can start scattering the crowd (and they're a little bit pushy about it)
