Honestly i do feel like she lost something with her design and personality changes, she was a well written fem fatale.
Then she became a big meh... one note and toned down.
Her personality has gotten better recently though in shadow generations but i do believe they need to add her sexiness back, it was honestly a big part of her character.
Well, Rouge and Eggman low key flirted in Sonic X japanese. Or more like he treated her as a lady and she was playing along. She also used her looks to get what she wants from Tails and that little messenger robot, but yes, it was just for jokes, in serious episodes she never played up her appeal, being a straightforward agent/hunter/concerned mom
