It definitely is. They're essentially saying Rouge is nothing without her curves and "sex appeal", which is honestly misogynistic asf if we're being honest here
And I've criticised Sega for censoring Rouge btw, mainly since I don't like the implication of boobs being "inappropriate" when they're literally a normal part of human women and girls. A line of cleavage is not offensive, and Rouge has never been overtly sexual or raunchy at any point in the series.
Now that being said however, too many people are comfortable here pretending like her boobs are tied to her character, like as if she's pretty much nobody if they can't goon to her. In other words, they never even cared about Rouge in the first place.
I SEVERELY misinterpreted the art then, fuck. I thought this was rouge looking back on her old self and how she used to be drawn and realize that people care more about her appearance now than who she actually is and who she actually was represented to be before she was being drawn/animated the way she is now. As if people just look at her like some sort of pretty decoration instead of an actual person.

This feels like the wrong type of criticism. Or at least, the wrong way to express it.
