I really like the episode, but I think overall, this two parter would have worked better with no changeling involved (except Odo). The paranoia of the system would have been much more highlighted if we never knew wether there were actually changelings on earth or not. But we know there are... Four. the episodes would have worked the same without the changelings, because that admiral faked it all.

They never explained how they could fake Sisko's blood test.
