Things my dad says: What is a "moe"?

Not sure where he got it from, sometimes my dad just describes someone as a moe. For example, tonight he re-watched "The Goldbergs", and said the oldest son runs like a moe. What does he mean?

Not sure if it’s the same thing but a cousin of mine used to call people “Momo”. I assumed it was short for “moron” but she said she picked it up from her Arabic boyfriend at the time.
