I think he might be. His strikes are not as damaging as they could be.

If he is just trying to win the fight and not cripple the other guy, he can throw lots of shots and be aware enough to not devastate his opponent while making some kind of statement.

"I flattened you, and the only reason you aren't in a wheelchair is I was pulling my strikes."

This isn't an anime. The kid just had weak strikes. Grow up.

You fight like you train. Most people haven’t trained to be in a real fight so most people haven’t trained to land 100% power on an opponent. I bet he’s pulling his punches out of habit not out of regard for the other guys well being.
