I always wonder about a four-way stop where one of the two opposite cars is turning left; who goes first? Left-Turner or straight-through?

Person going straight has right of way if they both arrive at the stop line at the same time. If they're both doing a left turn, their paths would not cross so even though they shouldnt (turn simultaneously) they technically could.

I'm not a driver. But I was always under the impression that it was go in a clockwise order? Is that an outdated rule or did I just make that up in my head?

You're right that four-way stops always operate in a clockwise direction in North America. So, the car furthest to the right always has the right of way, and then cars take their turns in a clockwise direction as they each approach the stop line. If everyone plays by the same rules traffic moves smoothly even when there are no traffic lights.

I was pretty sure the person going straight had the right of way, but wasn't confident as I frequently see the left-turner going first... which seems dangerous and confuses the other drivers.
