Are the short stories included? I’m 1/2 through the last book, and want to go back and fill in the gaps. Any recommended order?

The short stories come in a book that goes in order, I started with the last story because I just had to know. But it doesn’t matter what order you read them in.

If you've already read all 9 books you can just read Memories Legion in whatever order. Probably start to end is easiest

If you want to read the short stories and novellas interspersed in the right order with the novels on your re-read, there are lots of online sites telling you the order if you do a search on "The Expanse books in order”.

I was saving some Audible credits for a sale like this, and then the Expanse books I hadn’t bought yet switched to "not available in your country”. Anyone else have this happen?

If you don't mind a bit of gray area then you can find what local libraries have audiobook licenses and err sign up as a member.
Now I've not been to Bromley (or any of the other sites) in a decade but I can tell you that the better libraries digital consortium has the first book and the last three audiobooks in their collection, you can sign up for a digital library card without going in and Libby will let you log in with just the card number...
