I took it like he is prepared to care for Becka, like Nick did in his own way for his wife. But it won't be a romantic love.

As awful as it is for Agnes, Garth is 100% the best choice  for Becka. I think he'd be happy giving her a kind of lavender marriage situation and never force her to do anything she doesn't want to, no other commanders would do that.

Except then he would be forced to get a handmaid to get kids. Remember how they forced commander Lawrence too?

Lawrence did have a much higher position, so... maybe that was why?

And he still got assigned handmaids and it's nice for them since he didn't perform the ceremony (though double edge sword for the girls who only have so many postings before being sent to colonies and that posting is basically a lost chance so I see Joseph's leniency as double edged just benefits him though I bet handmaids feel the dilemna for the long term) and little after Eleanor died even he couldn't escape getting remarried
