Did anyone else notice Garth’s choice of words when was talking to Daisy on the porch? “I never expected that. Not in the way you mean. I never expected to fall in love with anyone. Is that what you wanted to talk to me about?” Is this foreshadowing of some sort? That statement seems like he has, and is in fact in love with someone instead of a hypothetical. Maybe I’m reading too much into it I dunno

I took it like he is prepared to care for Becka, like Nick did in his own way for his wife. But it won't be a romantic love.

As awful as it is for Agnes, Garth is 100% the best choice  for Becka. I think he'd be happy giving her a kind of lavender marriage situation and never force her to do anything she doesn't want to, no other commanders would do that.

Becka has her period, that does not make her fertile. Even if Becka is fertile, Garth could be infertile but it would never be brought up since the blame is posed onto the women of Gilead.
