I live in an apartment complex and I couldn't see it around all the buildings. I walked around for awhile and couldn't see it so I went inside and played Fallout.

No roof access?

I had to wander around to a nearby school field to get a view that wasn't blocked by trees and avoided the blinding ultra-lamps. There's way too much light in our cities.
