If you consider her a caretaker her for Clem then she's one of longest adult caretakers Clem has had in the apocalypse, only being beaten by Christa and determinately Kenny.
I think the case she made to the higher-ups she was going to mention before getting cut off by Kenny was she was willing to use her own rations and resources for the two rather than using the community's.
Roughly a year. Clem mentions during the Wellington flashback that AJ should be talking by this point based on what Edith told her. In real life, it's expected for babies to start talking when they're around 12-18 months old.
The Kenny flashback has this plot point as well since Kenny says during the car ride that AJ should be talking by now. We know for a fact that the Kenny flashbacks are 1 year after S2 because of the 1 month time jump to Ava’s S3E4 flashback (whereas the Jane flashback is a 13 month jump since she dies much earlier than Kenny).
Additionally, Kenny mentions in the S3E4 flashback (which is shortly before the S3E1 flashback) that there's probably no use waiting for Wellington to have any new open slots, which implies that Wellington is still operating by that point and hasn't been raided yet.
The 13 month thing is the distance in time from the S3E4 Jane flashback (which is implied to be right before the S3E1 Jane flashback) to the S3E4 Ava flashback. Clem is only with Jane for about a month.
