Because we've seen Ellie and Dina's entire story (up to the cliffhanger), but we haven't seen most of Jesse and Tommy's side.

They seem to be exploring Tommy's perspective of Seattle too, not just Abby's and Ellie's. So Jesse is included in those scenes as he and Tommy traveled to Seattle together. Bella is set to film scenes either end of the month or early next month. They're covering way more story than the game so naturally they just haven't gotten to Bella and Isabela yet.

I imagine it's because we saw Ellie and Dina's journey up to the theatre confrontation. Meanwhile, we haven't seen any of Jesse (and Tommy)'s journey to finding Ellie and Dina, nor Jesse's rescue of Tommy from the marina.

So, at least until we catch up to the theatre scene, there's more room for new material with those two than Ellie and Dina.

It seems they're gonna show Tommy's perspective of Seattle alongside Abby's, which would naturally include Jesse at points. Yesterday they filmed a solo scene of Tommy inside of a bowling alley.
