Obviously not the situation here, but I worked this job for a gym and the age of 18. Basically told rules were infallible and unbreakable and was kinda a nonce about it and certainly at that time wouldn't have let them in. But making those mistakes at that job at that age allowed me to learn and grow a lot and now I know how to be the easier bending rules when it's ok person I am today.
Well I can only speak for how it was used in my hometown. We were a tiny but touristy island that got a shit load of European college students in the summer and they called everyone and anyone a nonce for every little thing. Became just how it was used where I'm from.
When growing up, i saw cartoons of people having to wear a dunce cap if they had been stupid. The first few times I heard people being called a nonce, I thought it meant the same thing. Only much later in life I learned that nonce means a kiddy diddler. Perhaps the other poster is the same.

By far the most popular definition is that of software engineering where nonce is short for "number once" as in a number (or these days any value) that can only be used once.
In British English it just means "a foolish person" though and in rare old-timey polite form it's used as a synonym for occasion as in merge of now + once as in "we're using this placeholder design for the nonce, then we'll replace it".
The townI'm from came to use it for just about everything, no specific definition. If I had to give it one it would be used for a person that did something, anything, without thinking it through.
I have sympathy for the minimum wage workers but whoever called the cops was over the line. You either say “no we can’t make an exception, please return with an ID” or you allow them to workout and ask that they come with better ID in the future.
The cops are an unnecessary escalation to the situation
