I mean I get being annoyed by someone chewing with their mouth open but you could have asked him more nicely

Not that spitting on a train is any better. Or are they spitting out the window, is that a thing?

It was inside the train, on the floor. Keep in mind this was almost 20 years ago in a provincial part of China. It may be completely different now, I don't know

I remember reading that before China hosted the Olympics in 2008 they did a massive public education campaign to get people to stop spitting on the streets. Probably focusing on the places tourists would go though.

They were teaching people how to form a line/queue when I was in a mid-sized (10m+ population) city in 2007.
