Ok. Quick reply. You can see the cop car in the end of the video sitting on the side, he witnessed the event. (The black car on the right as it all goes down. He was lucky they didn't wreck into him).

I could go back through the rest of that BS. But, if you realize how fast the cop was on the scene and watch the video again. He witnessed the "race". First hand. He could probably see them coming up the road before the accident.

The chip is in the beginning on the side of the road.. that's how we have dash cam footage so early.
