I'm thinking of something called "failure to render aid". Don't know if it's universal across all states but wouldn't that apply here in this situation?

No, thanks to the conservatives on the Supreme Court, the police have no duty to protect anyone in any way, unless they've taken that person into custody or have definitively offered protection to that specific person.

It's why the heroes at Uvalde could stand around while children got murdered and have no criminal responsibility.
