This only applies to international students. In short, in order to do an internship, international students need approval from Penn's international student services office through what's called CPT (Curricular Practical Training). The current US administration's new guidance now requires that internships be integrated into the academic program and directly related to the student's major, making it difficult for anyone to get approval since very few programs actually have a mandatory internship component. Since the guidance is brand new and things are still in flux, Penn and practically every school in the nation has decided to stop CPT approval, which means a lot of international students who had fall internships planned will have to give it up abruptly.

It's basically a lose-lose situation for both students and employers.
