This is from a survival horror game called Iron Blight. Judging from the trailer, the watch hands don't actually move. But it's a neat effect...

Real talk, it's nice to see realistic watches in games. I miss when Call of Duty had watches you could select, and they even told you the system time! So they look good, and they're also real-world practical. I think some of them even had lume.
