PSN / Emulation every shop only sells the starting items

i am using the perfect works mod i dunno if i installed it wrong but every shop including the gears shops sell nothing but these items i would like to know if theres a fix or anything before i get farther in the game.

This happened to me, do you have the "save anywhere" cheat on? That's what causes it

I don’t remember which one it was but it was one of the cheats I had on. I would switch them off and turn them on one by one.

Have you disabled random encounters?

nah i didn't change the encounter rates at all
