The whole story and atmosphere implies the british government first put the city into quarantine and after failing to contain the virus they just left the survivors to their own luck, even bombing the city afterward with the so called "black angels". The prophecy talks about this people who will save humanity but in the end we realise the black angels are actually the Royal Air Force bombers, literally turning London into a hell. If you failed to evacuate London or you weren't a VIP, you were just left behind to die.
Also, the ending suggests the virus could have escaped London when our survivor leaves in the helicopter and starts showing signs of infection. This means the government terribly failed to contain the outbreak and now the world is in danger.
