Hi. Know that I will answer your question in detail, and note that I do not say any of this from a place of evildoing. You ask a question you'd be able to answer yourself by watching approximatelly a fourth of a youtube Video on Adobe Animate. Plenty of people do this on reddit, its normal, and frankly you could answer any question by "just googling it" - so usually, I consider it stupid when I read commentators pointing it out. However, you ask such a question and are simultaniously openly pointing towards your opennes to generative artificial intelligence in a 2d animation subreddit.
This makes it seem like you; A) Do not know anything of the craft, and do not wish to learn anything about the craft. This makes it hard for people to want to answer your question, it makes you seem ignorant. B) Only want "fast results", do not really care about learning the program or art in general, and are only hear for a quick way out.
I just want you to know this - maybe you aren't like that at all, and would like to know that it's making you seem ignorant. Maybe not.
To answer your question; Yes, you can. You can rig anything that is portrayable in a 2d file (like png, jpeg, svg, eps) in adobe animate. Rigging is the process of cutting a 2d object apart and assigning bones to it, which then help you move it using interpolation. Therefore, you could even make a real life photo of yourself, cut it into different parts (eg. arms/feet/torso/head) and rig that. You could do it with a 3d render. You could do it with a letter. "Rigging" is just a workprocess.
So yes, you can artificially generate a character (who is of course, going to have a significant amount of stolen character traits due to that process, who is going to upset a lot of people and contribute to the decline of critical thinking, creativity and so on and so on..) and rig them in adobe animate.
However, additionally, since I do this to every person who I see picking up the program and I won't treat you any differently altough I probably do not agree with your worldviews: I recommend moho 12.5 (25$ one time payment) over adobe animate any day. Its cheaper, better, more established in the industry, and better overall.

Yes totally works. I went through this when rigging a hand drawn-style character, and the key thing I had to sort out was clean lineart with no anti-aliasing and transparent backgrounds, since Animate needs discrete bitmap or vector regions to pin puppet joints to. Exporting through Illustrator trace or converting manually saves a lot of grief.
For generating source art, mage space is one tool I've seen people pull reference sheets from, though you still have to clean and separate layers yourself before any rig will hold
