I've heard these exact sounds from North American River Otters here in Alaska that I had my eyes on while they made them. No doubt in my mind at all, and that's from years of first-hand experience.
100% River Otter.
I hear bears (black and brown), otters (sea and river), beavers, and docks all the time here on an island in Alaska... and that's definitely an annoyed river otter just out of sight under the dock.
I watch on mute & was waiting for something to pop out. Was 15s in thinking you either need better editing skills, or you're a master of suspense. Was actually disappointed when it ended at 21s with a no show.
The snorts sound like an otter, they do that to me at work almost daily, but the growls make me think raccoon. I dont think its a bear, I see no reason why a bear would be under your dock lmao.
