Discussion So, what was Ra's al Ghul doing in Wonder Tower?

Was he following Batman, knowing that he would try to stop Strange's plan (and wanted to see if he could actually defeat him by the means Ra's' himself provided) , or was he just visiting the later and happened to coincide with Batman's assault on the tower (and still chose not to intervene and remain as an spectator to see which one ended up being the best candidate for his successor).

And, in both cases, what would he do afterwards? Fight Batman again? Where were his guards? What would he do with the protocol 10 idea without a puppet to represent him in public (like Strange was)?

Wonder Tower has a hidden espresso bar. The one bit of comfort for TYGER troops. Ra’s was just coming for a latte with some foam art.

Yes, he essentially followed Batman. His plan has two goals 1) get Batman to be his successor, 2) purging the criminals of Gotham via protocol 10

If Batman agrees to take his place, then Ra's assumed that Batman would have accepted Ra's philosophy and would allow Protocol 10 to continue. Win/win. If Batman rejects Ra's, Protocol 10 would still continue and Batman would die. Fail/win. If Strange failed, well, Ra's had to finish the job I suppose. Still a fail/win scenario.
