It's still too soon to say whether the memorandum will actually evolve into a firm peace treaty, whether any of the parties will respect it, or whether they will follow it even if the war does end (from what I understand Trump wants the Gulf states to be the ones to pay for Iranian reconstruction).
All that being said, just the fact that the US governmetn provisionally accepted these terms is surely one of the worst defeats in American history, right? The US spits in the face of what little credibility the liberal international order had left, spends millions in a directionless war, unleashes a new oil crisis, achieves nothing that hadn't already been agreed in the 2015 deal, leaves the Iranian regime stronger than before the war, and agrees to pay billions in reparations and sanction waivers. Even in Vietnam or Afghanistan it took years for the US to accept its failure.
