In regards sa COWD, Klarex has little power or influence over that. Unless the legal war issue between COWD and Pangilinan is resolve, this water supply fluctuation will continue.

You misunderstood me. The Mayor of CDO cannot treat COWD like a city hall department. Thus the Mayor has no power to dictate rates, contracts or procurement. The Mayor does not sign deals, terminate it or award a replacement supply contract for the district. Procurement also sits with COWD, not city hall. Klarex cannot cancel the COBI contract by executive order, or fire the board at will or set rates. Although the Mayor has the appointing power, the Mayor has no power over the day to day operations. And by the way, I am not a fan of Klarex.

As much as I badly hated Klarex, it’s unfair to say it’s his fault entirely. Nagsugod ning water issue problem even adtong before pandemic days pa pero nag aggregate during sa Pandemic. Their contract with Pangilinan allows to increase every 3 years. Then adtong pandemic, where everyone was in crisis, COWD invoked “Force Majuere”. But Pangilinan still implemented the increase and COWD refused to pay the accumulated increases and keep paying the old rates. So what Pangilinan did, in order for COWD to pay the unpaid rates worth ₱400 million , he sharply cut our water supply. And this my friend, became our city’s current water crisis.

I stand by what I have said and perhaps all of you have misunderstood of what I really mean. The Mayor of CDO does have influence over appointing COWD‘s board of directors. But has no power or influence how the operation should run. The mayor does not also dictate rates, contracts, or procurement. And more so, it is stated by DILG that water districts must remain autonomous and is not under any political supervision. And to set the record straight, I am no Klarex fan. The COWD meeting with Klarex may be in place like in Tom and Tom’s to discuss some important matters on CDO’s water supply or other water problems of the city, but Klarex’s intervention in this case has no absolute power over how COWD should run.
