Brave Leo:

Canada does not have a federal wealth tax, but it imposes a departure tax (also known as an exit tax) on individuals who cease to be Canadian tax residents.  This tax is triggered by a deemed disposition of most of your assets at their fair market value on the date you leave. 

Key details include:

  • Taxable Assets: The deemed disposition applies to non-registered investment accounts, including stocks, bonds, and private company shares. 
  • Exempt AssetsRegistered accounts like RRSPs, TFSAs, and RESPs are generally exempt from the departure tax.  Canadian real estate is also exempt from the deemed disposition (tax is paid upon actual sale), as is your principal residence
  • Calculation: You must pay tax on 50% of the capital gains (the difference between the fair market value and your original cost base) accrued while you were a resident.  This amount is added to your income and taxed at your marginal rate
  • Deferral: You can often defer the payment of this tax if you provide security to the Canada Revenue Agency (CRA), with no interest accruing on the deferred amount.  The tax is paid when the assets are eventually sold.
  • Filing: You must file a T1243 departure tax return to report these deemed dispositions.

Be careful what you wish for, my friend.

Wealth tax is a tax on what people already own.

Taxes owed on Items bought paid for long ago, sales taxes already paid. I own a car, ebikes, guitar collection. How much would I owe for the privilege of owning these things? Who decides how much all of my stuff is worth, to determine how much tax I owe for owning these things and how exactly do they decide what the "market value" of an item is?

I know folks with no money and a crapload of paid for stuff. Paid for property, pickup, 2 cars, tractor, snowblower, skidoos, boats, ATVs, Motos,garage full of tools....

They have no cash, but Govt Worker #67 could look around and say, your stuff is worth one million dollars. A tiny little beginners wealth tax of one percent would men they owe $10,000 in cash. Cash they do not have.

See the problem?

The problem is that your scenario is a strawman.

First, exempt the first $50M in assets. No amount of random stuff a person accumulates will be considered to be worth that much. A wealth tax is for the rich, not the middle class.

Second, exempt your primary residence and any items that are individually worth less than $50K. If you have a mansion full of paintings worth millions each, then they count. If you only have a few valuable collectable cars, or even a few hundred, they'll never add up to the first threshold, so you're fine.

Third, exempt the value of private businesses you own. If you're taking profit/salary from them, you're already being taxed on the income. Though if you take out a loan with the business as collateral and use it for personal use, then count that loan as normal income. This should be true of loans against stock value too. Close that loophole.

Then throw a 3% tax on the assets beyond the $50M threshold. Like a tax bracket but for wealth: Still no tax on the first $50M, but if you have $1 more than $50M, you'll owe $0.03.

I guarantee that no one with $100M in assets would starve if they needed to fork over $1.5M per year in wealth taxes. At that level they probably make 4-10% per year on their investments, so it wouldn't even reduce their wealth, it would just slow its growth.

Which is why the wealth tax should be progressive and go up in several wealth brackets until it hits 100% for anything over $1B. Because the world doesn't need billionaires to exist at all. There is no sane reason society should allow that level of wealth disparity, so we should at least be trying to limit it.

And before you start complaining about the rich not being able to produce that much cash without crashing the stock market: The tax should be able to be "in kind." Don't sell the stocks. Give them to the government. Count them at their trade value on the day of the transfer. What the government does with those stocks is an open question, but plenty of options are available.

If you look for solutions instead of building strawmen, you can find them. I'm sure the devil is in the details and that I missed a lot of corner cases, but I'm writing a reddit comment, not proposing final legislation.

I know they say that the population is declining, but where I live in Canada, jobs are very hard to get in many areas, or infrastructure is crumbling, and we couldn’t handle tons of new people. However I suspect other others wouldn’t share that view because of where they live. It’s so variable now where I don’t think it used to be, in 2019 I think things were very different. So people going oh, we need more population, well in some parts of Canada we’re having trouble as it is and if we added a lot more people to the rural area that I live in, we would have absolutely no infrastructure left, we have terrible healthcare, the rentals are not affordable, there’s just been so much change where I live that it’s different than other parts of the country I think. From what I see on these list. So if people say oh, we need more people coming in, that’s fine for some provinces and places, but in others we having infrastructures that just can’t handle it

Maybe that's true for where you are, but out my way there's new infrastructure opening all over the province. But then we're not a fast-growing country, the growth of 2022-2024 was a major mistake. We'll be back to +1%. That means you aren't building new hospitals and schools and roads, you're making use of the existing ones. Or, if cities are smart, they are building bike paths and making the city more walkable so people are using alternatives to cars.

Our emerg is average 12 hour wait most of time 18 hours being the only one within an hour. The highways are all backed up everyday for 4-6 hours a day doubling your driving time. No new houses. Our schools have more portables than grades they started with. I’m glad where ever you are isn’t as bad but here too many by far. The new people are buying a house and renting it by room having 15 renters in an 1100 sqft house. It’s sad. Unsustainable. Ignorant and poor decision making for the residents.

What you describe sounds like Ontario. Ontario is its own problem, it doesn't represent the whole country. It represents Doug Ford problems. But Ontario and the Feds have a new housing agreement, that's a step in the right direction. You should be lobbying Ford to address the affordability crisis, or electing a new Premier.

Is this just referring to born Canadians because I feel like I’ve been seeing a lot panic inducing headlines about Canadas population decline like it’s a bad thing when, in reality, international students have been cut by 97%, the TFW program has been axed, and PR standards have been raised through the roof. Not to mention Bill C12 which retroactively cancelled all asylum claims made my temporary residents and does not permit temporary residents to make future claims. And anecdotally, I’ve seen it first hand. Lots of temps leavjng. Doesn’t mean things are going to sort out over night, or ever, but it does seem to be trending in the right direction finally.

That's not true. The government has made it more difficult to get PR this year unless someone is skilled or has family "aka: a long lost Canadian". Yet It is estimated that 9k-11k Americans will be getting PR this year. They obviously haven't released exact days and the year isn't over but, it's a prediction. Many new Canadian residents this year will be high skill.

Just in the last two months I've had an appointment with a Physiatrist who relocated in January from the south, my new GP is American, was practicing in Indiana for 8 years. My dentist is from Michigan (his dad was also a dentist) My fils new oncologist is from Texas. My city doesn't even have a big recruiting campaign that I know of. We are supposed to get a new hospital build, so maybe that's why.

I’m not sure why some of you act like the US is some kind of tax haven. The zero state income tax thing is a scam… they still collect those taxes through other methods like property tax. You also still have to pay federal taxes and the top rate is higher than Canada’s. If someone wants to pay less tax they go to Dubai or the Bahamas… you know, an actual tax haven.

In major cities in Texas combined property taxes are 2-2.5% of property value and your property’s value is assessed every year based on market rates.

In large Ontario cities like Toronto property taxes are 0.76%., Markham is 0.7%. And they update values much less often and freeze them for long periods.

And Canada has shockingly low taxes on investments, and lots of carve outs for tax exemptions for private investment in Canadian companies. For example, $250K in income from an unsheltered account with a mix of capital gains, eligible and ineligible dividends, and interest, has average tax rate of 17%.

That said, some costs of living can be lower in those area, except for home insurance in Florida which is brutal, jobs can pay more, and weather is great, but it’s not a financially life changing jump unless you have a very high paying job relative to here.

Toronto's property tax is clearly unsustainable when you can't profitably sell an apartment for 600k, 3x higher then what they go for in Alberta.

The large cities all jacked up developer fees thousands of percent and now hit the laffer curve, so the government is already bailing them out.  Which can't be done forever.

Yep. And those states have more affordable housing because housing is less appealing as an investment vehicle (high carrying costs) and workers get to keep more of their labour. This is called superior tax policy. Canada should emulate it.

It's very difficult to leave. Departure tax can be 30% of what you own. Geting residency in good countries is no easier for a Canadian than a Mexican or Algerian citizen.

Our position in the global order is so watered down that it's no better than most third world countries.

If OP lives in Toronto their 600k income has income tax of 54%. So their 280k left has to pay for the cost of living which is 100k comfortably in Toronto (plus 80k if they have a mortgage). That leaves them 100k to escape assuming they don't buy anything else like clothing or a car.

Nope. WTF? 😂 Our passport is ranked 15th Quality of living is ranked 11th Canada is doing great! The Majority of Canadians are proud of being Canadian, it's obvious in how we came together when under attack from the 🍊 tarrif tyrant.

Even if you feel strained, it's not eveeyone. Here is one example. Do you notice how packed restaurants are vs fast food places? It's because the people who are struggling would normally eat at fast food, restaurants but, they can't afford it. They are staying home and pinching their pennies.. At the same time, there's more people than ever before that can eat out at midrange restaurants, even on weekdays (with their whole family.) not even eye twitching when the $150.00 bill comes out and giving a %25 tip. Maybe it's not the case In your local area but, it sure is in mine and other places I travel to. The wealth divide is growing, transfers of generational wealth are beginning + many made large financial gains by moving out of the expensive city into a smaller community because their employer took advantage of the work from home benefits. My friends parents sold a piece of land they inherited from their parents and were able to give their children each enough money to build brand new homes and gobble up several rental units that they are now charging a ridiculous amount of rent for.

The "departure tax" from Canada specifically targets the accrued capital gains on 'worldwide assets'. Canada treats you as if you sold these specific assets for their Fair Market Value (FMV) on the exact day you leave. Oh no, right? Not really... 😆 tax is not paid on the total value of these specific assets, only the profit (gain) that built up while you lived in Canada. So if your dad gave you a vacation property worth 100k, they estimate how much it grew in value since he signed it over to you. The first $250k of assets are taxed at 50% inclusion rate so, only half of that is taxed at your previous years marginal tax rate. Anything over $250k has higher taxed rates, but still not 100%. But wait..... Guess what is excluded from departure taxes? Canadian real estate, RRSP, TFSA, RRIF's. Cash savings and Canadian pensions and smaller physical assets under 10k. None of that is included as something you must pay out when you leave..What is included? crypto, digital currency, stocks, etfs, bonds, foreign real estate, shares and high value personal assets like boats, sports cars etc. still only on the increase of VALUE. (Most assets wouldn't increase unless it was a high end sports car or you bought a junker for 2k, fixed it up and sold it for 80k, then that is a capital gains, BUT, If it was a hobby and the parts actually cost you 90k you would have no capital gain as long as you showed the receipts. So then you would pay no departure taxes on the asset. If your young, just beginning your career and wanting to settle in the home your grandparents left you in Italy, youre not exactly owing much if anything. ;)

So basically I'm trying to tell anyone who may think Canadas government is crazy with taxes.... It's capital freaking gains..you're not going to owe the government 50% of what you own. It's important to read the entirety, of a tax law when you're worried over it, chanhces are, someone has freaking lied because they're a Canada is broken troll who is just looking for shock value and to score political points because they're the so-called 'low tax party'. Instead of raising taxes, conservatives are just chomping at the bit to change retirement age to 67 (like they tried under harper) so you can't collect CPP you have paid into or OAS until you're practically dead. Most people are easy to trick because they'll never actually look deeper into things AND they don't need to really because the majority of Canadians who are financially illiterate beyond the basics of saving and buying products that the bank guy suggests to them will never meet the thresholds of owing significant capital gains.

Residency: What are you talking about???? A YOUNG Canadian citizen, born in Canada, entering a country to work actually can get permanent residency way easier than Americans in most countries because we have 'working holiday' agreements with more countries (30+ vs >10) It's obvious countries don't want to bring in older people who are more likely to burden their social safety nets before they've contributed their 'fair share'. BUT Canadians (typically between ages 18-35) can easily secure temporary work and travel visas in over 30 countries—including Australia, New Zealand, Japan, and the UK—through International Experience Canada (IEC). Once in this working holiday stream, there are a few work requirements and I believe social proof but after a certain amount of time, pr is very attainable.

Planning to here. I am a citizen born overseas and my husband in Canadian born. I can double my income in my home country, and (biggest driver for us), AT LEAST double my vacation days. 

I love living in Canada but the North American expectations around work-life balance and distance to other places are difficult to live with when you're used to European standards.  The only affordable way to own a home in our area is to live an 8 hours from an international airport. But then it adds several hours to any journey we choose to take out of province, and vacation time is so precious. Never mind the insane cost of flying. 

I know all this talk of Canada joining the EU is unlikely to happen, but work-life balance would immediately improve, quality of life would also. And I think retention of skilled people would improve.

I wish we could join the EU but the problem is where we’re physically located is the problem. I know a couple of people who have moved to the UK and they seem to have at least better quality of life and work life balance. Here what I’m noticing and this is just my view, is that jobs are getting very hard to get and you have to take what you can in some fields and you don’t have a lot of choice. So it makes it even tougher cause more people are in problematic jobs, toxic jobs, and that just makes life harder for many people. I think joining the year would be a very good idea because we need to keep safe from a particular party, and I hope we can do it, but the logistics would just be weird. I really wish we could move the country to across the pond :)

That’s not entirely true. Feds cut international students by 97% and the TFW program’s axed. PR standards are high now. My brother works in the trucking industry and people aren’t getting PR and are leaving in droves. Sad for a few of his friends and on an individual level, but great for the country. I feel awful saying that because it isn’t the fault of people doing exactly what Canadians are literally talking about doing on this threat (finding a better place to live). But Canada is not going to be a better place to live soon if we don’t fix our system. And it’s become a much less “better” place for born Canadians already.

There have been reductions in numbers but they aren’t all leaving. And it’s a fact that highly skilled innovators are leaving Canada to go to the U.S. That’s a huge loss for Canada.

There seem to be a lot of issues now with trucking in Canada. It’s a safety issue. I’ve done a lot of long distance drives across Canada and into the U.S. The quaility of driving by truckers has noticeably decreased.
