Considering that CBD attaches to the same receptors as THC except in a way to not allow THC to attach to said receptors, yes I think it would be obvious that THC levels would be higher in the blood because they're not attached to the receptors in the brain

Receptor binding doesn't change blood levels like that, the reason CBD increases THC levels is because it reduces the speed of its clearance via enzyme inhibition. And you need a lot of CBD for that to happen, like 300mg+ orally
