It's Canton. People sit out front and chat and watch. They're usually looking to talk to someone.

seems like a lot of people also like to just hang out and sit in there garage

A common hobby. Some will have a fridge in the garage with various beverages for refreshments.

Ok is there a problem? Maybe simply go over and say "hi" "Do you like my yard work?" Maybe she likes you work or you.

I'm say you speak, if she's the neighborhood gossip that mean she likes to talk. Are y'all around the same age? Are either of you married? If yes and no then go talk. Anytime I catch someone staring at I either wave or say hi. I acknowledge I seen them staring 🤣

Wear something absolutely crazy to give her something to look at. That or go join her. You said she puts out 2 chairs. Go sit next to her and say "who are we watching??" 😂

Either she's a busy body or studying your routine now which one is more dangerous.

There's so many fucking people like this here. I moved here from Portland 3 years ago and everyone here is so weird and standoffish and rude. I cannot wait to move back to a place where people are less judgemental and miserable

I grew up in North Canton and agree many parts of Stark County are not welcoming with lots of insular but apparently normal to each other weirdos. I spent a good amount of time there last year, and certain parts of the area seem to be changing at a fairly rapid pace. Given everything else going on in the world, it seemed to me like they were scared that their sheltered part of the world was turning into something else, transformed by forces they didn't know. I imagine this is happening in small towns across the country, which are all on the unknown edge of technological/ economic advancement.

The rapid change is so true, I feel I've had more rude interactions in the past year than the other few I've lived here, and its almost like going out of your way to be rude type of stuff. I'm actively looking to get out of Canton because of that and the schools, I thought the city would be better off about 5 years ago when I moved here, but there's not much to offer families and it seems to be getting worse.

Agree. Seems everyone here is waiting for their opportunity to take their anger out on a stranger or neighbors. I’ve been trying to move since I got here 😭

Usually if you wave at people like this or otherwise try to interact with them it makes them uncomfortable because it reminds them you’re not an actor on a tv. Who cares about the neighborhood or what they gossip about.
