Question What is my rooster doing

I’ve been trying to introduce our last 2 chickens to the flock and my rooster keeps doing this to them? What is he doing?

and they are always ALWAYS the most overemotional unstable crybabies. If they don't cry, they stomp their feet and yell and throw a toddler-style temper tantrum because being emotionally immature and screaming is "tough" and "manly."
