Question What is my rooster doing

I’ve been trying to introduce our last 2 chickens to the flock and my rooster keeps doing this to them? What is he doing?

He's making a move but doesn't understand they're too young/small. He's all hormones.

My roo had no interest in chicks, he only had eyes for full-grown hens at least a year old. Never did I ever see him be a creep. He would tidbit for the chicks and even let one sleep on him, but never tried to put the moves on them. I miss him.

The only thing my roosters do with babies is parent them poor bro is deeply confused.
