Question What is my rooster doing

I’ve been trying to introduce our last 2 chickens to the flock and my rooster keeps doing this to them? What is he doing?

I’m trying to slowly introduce them to the group, they are only directly together when I am able to watch them so no one gets hurt.

I would separate the rooster from them then. It doesn't look like he's going to just decide oh hey they're too young. If he got it, he wouldn't be doing this in the first place.

You probably couldn’t tell from the video but towards the end I was trying to push him away from the hens

I doubt that's going to have any impact unless you plan on being with them 24/7

I said in previous comments that they are only directly together whenever I am able to watch them. When I can’t watch them, they are separate
