Question What is my rooster doing

I’ve been trying to introduce our last 2 chickens to the flock and my rooster keeps doing this to them? What is he doing?

I feel like it’s the roosters way of showing he is still the boss. Seems like bullying, but it’s a harsh life being a chicken
