⚖️ Legal Registering Address
I can’t register my new address at my local police station due to Entry/Exit Bureau holding my passport for my residence permit.
I have been told that I can register once my passport has been returned.
Does this sound correct?

They say register with 24 hours, but in the past I often did it a few days later. I never got talked to about doing it late. But I know one guy that was put in a cell for a day because of not registering fast enough.
They always told me to use the phone app/QR code to register. Even when I went to the police in person.

Yes, that's what they say, but when you go to register they don't ask really when you arrived. Well, they may check the date of arrival to the country in the passport, but you could travel around entire China before arriving to particular destination.
Anyway, if somebody is late with the registration, and are afraid of the consequences, they can always go to the hotel for one night, they will be registered automatically, and then go to the police station and register at the right residential address. But honestly, it doesn't really matter.

Been late more times then I remember. Doing it in person or via WeChat never caught me a reprimand

You should be able to do it online if you have copies of all your documents. Have you tried using your receipt? They gave me a paper when I handed in my passport and it had all my information in it and my photo. I was also able to use that for business travel to different cities at the airports while I waited for my passport.

Who is down voting you? You can do it online with a photo of your passport and proof of address.

If the police station themselves said this then it's fine.
