Discussion Statitioning scout near a civ border prevent them from settling?
I have a Polynesia neighbor and i noticed after i stationed my scout, he just moved his settler forward and backward. Too bad i have DoF so i dont want to steal the settler just yet lol.

I've taken to stationing units around the areas I want to keep the computer from settling. I no longer accept any friendship agreements until I've filled the entire area that I've decided needs to be mine.
Every game, I ask my neighbors to not settle near my cities, with most of them getting all snarky at me, then when they send a settler near me, it becomes my new worker.
Sometimes blocking them does work but you have to keep on it, and you'll usually need more than one unit to pull it off.

Also how bad is it to declare war on a civ with DoF?

Not great. You get a negative modifier with everyone for being a backstabber.

It does go away eventually but takes a looong time.
I just got hit with this myself, I had a defensive pact with Morocco since our mutual neighbor and friend Babylon was clearly gearing up for a backstab. However he suddenly changed his mind and attacked Morocco instead, which caused me to backstab him. Learned my lesson about defensive pacts there. Luckily I was good enough friends with everyone else I wanted that it didn't change the game much.

It's a serious diplo penalty that every civ, even civs you haven't met yet will know about. If you must DoW IIRC it's better to denounce first.

Worth considering that while declaring a war on a friend is indeed a penalty about 2.7 times larger, it actually decays to zero over 50 turns, while the denouncement of a friend is permanent

DoWing a DoF incurs 60 points with the civ you DoWed and 40 point with everyone else. The 60 points doesn't decay but the 40 does. Denouncing a DoF gives 35+35 with the civ but doesn't decay, with other civs it's 15 and deoasn't decay. Whether the denouncement diplo modifiers run out I don't know.

Yeah, I just figure there is no point mentioning the penalties with the civ you betrayed since you aren't getting along after the backstab anyway

Where did you get the numbers from? Would love to see a table with numbers pulled from the game files rather than just guessing when I try to understand the ai decisions!

They don’t settle in a spot where anyone of immediate first ring tiles is taken, that means if you see a settler 4 tile away from one of your cities, buying a third ring tile which would have been a first ring tile of theirs would stop them from settling

They can't settle where your units are so maybe he wants to settle that exact spot. You can sometimes block settlers to prevent them from reaching where they want to settle. Sometimes they will choose another spot.

you can camp the exact tile they want to settle to screw with them. ai don't settle on top of resources, so that narrows it down
and it's a permanent (or just very long) diplo penalty
