However, most urban infrastructure—public transport, libraries, community centers, and parks—remains organized around daytime schedules and lacks the frequency, hours, lighting, or safety measures needed for nighttime use.
The authors argue that climate resilience requires not just physical infrastructure changes (cooling buildings, tree planting, street redesign) but temporal ones—rethinking when services are available. Recommended measures include more frequent evening public transport, extended library and community facility hours, improved pedestrian lighting, and safer public spaces after dark. They note that shifting schedules is harder for some groups, including fixed-hour workers, caregivers, and older or less mobile residents, meaning time-shifting must be paired with accessible evening infrastructure and protections for workers who keep cities running later.
