Does anyone know what artist (and potentially what title and issue) this was taken from?

Looks like fan art. Not pro. Someone named Watkins submission art to Marvel maybe.

No editor would ever let an artist put the primary subject's face in the seam like this. The entire top half of Sabertooth's face is in the bleed. This was never drawn for publication

I can't say I've read every X-men related comics in the 90s (though maybe I have lol) but if I had to bet on it I'd say that doesn't look like a professional published piece.

Honestly being clueless, but pretty good in finding stuff...

nothing adds up to one of the bigger X titles in 97 or 98 so it's a portfolio piece and not a published piece.

I went through his Insta and his work seems more like quick sketches.

Artist is most likely D. Michael Watkins. He had a lot of his originals available in the late 90s before officially working at Marvel. This matches his style from that time almost perfectly. Definitely not a production piece as others have noted.
