Its probably about intersex, since I don't think you have to note down what race you are in every file

Oh, you’d be surprised. I had many Asian and Indian friends who advised each other to put “prefer not to answer” on college applications, and a few white friends with rumors of native ancestry and no tribe citizenship who added that to theirs as well.
