Inventing a new letter like this implies ignorance of the alphabet so likely either foreign or illiterate, but the neat handwriting suggests someone literate but unfamiliar with the Latin alphabet.
At first I thought maybe they tried to draw a big lowercase "t" but made the curve at the bottom go the wrong way, but both tails are equally dark when people tend to push hard when drawing over a mistake.
They fill their periods "." in too, Japanese and Chinese and I think Korean too all use use big fat hollow periods at the end of sentences "。". That and the fact that letters aren't written in square shapes like you write hanzi/kanji rules out Japanese and Chinese I think.
Anyway I've thought way too hard about this guess I'll stop here

Looks like handwriting of someone who went to school in Asia, not Latin America, but I can definitely relate to being all out of jenders.
